TT Group submits plans for Glasgow PBSA

TT Group submits planning to develop a mixed-use scheme that could include student accommodation on vacant brownfield land in Glasgow.

TT Group has submitted a planning application to develop a 391-bedroom purpose-built student accommodation (PBSA) in Glasgow, Scotland.

The plans involve developing the site on vacant brownfield land at 145 Elliot Street. TT Group has submitted proposals for a mix of uses, including 391 PBSA apartments or co-living accommodation spread over two towers, and 84 Build to Rent or private sale homes.

The site is approximately 45m wide and 105m long and is currently occupied by a vacant data centre building, which has now been
demolished leaving the site empty.

The area surrounding the site is currently undergoing a significant transformation, with a range of new high-quality mixed-use developments being developed/proposed to replace vacant and underused land. The proposals are designed to complement the ongoing wider regeneration of the River Clyde waterfront area and help to bring a new community to the area.

“The proposal puts forward a mix of uses on the site giving flexibility with a range of accommodation types proposed. This ranges from residential flats (for Build to Rent or private sale), Co-Living accommodation and/or student housing.

“Small scale commercial spaces could also be included as part of the proposal to help establish a new and growing community, as well as complementary and inclusive landscaping design which envelopes the site.”

TT Group would also build a small-scale flexible ground floor commercial space to be included as part of the mix to serve the new and growing community, as well as complementary landscaping and car parking for residents.

A landscaped rear courtyard will provide secluded outdoor space for residents in tandem with a roof terrace. 

“The proposed elevations will bring a level of architectural richness whilst retaining a coherent sense of identity across the site as whole. Variations in horizontal and vertical expression, roof line and materiality will create a nuanced and characterful street scene.”

A public consultation event was held on 16 May 2024. The event was attended by 21 people in person, with the exhibition boards also available to view on-line. Six completed feedback forms were received (from the event and on-line). It is expected that a final planning decision will be made on Tuesday 27 May 2025.
