Glasgow Enlightenment’s Collegelands Park PBSA set for approval

Glasgow Enlightenment’s plans for Collegelands Park – a 591-bedroom purpose-built student accommodation (PBSA) scheme in Calton, an area of Glasgow, looks set for approval.

Glasgow Enlightenment – the joint venture between Dawn Developments and Drum Property Group – submitted a planning application for the scheme to Glasgow City Council in September 2024.

Located to the east of Havannah Street, the Collegelands Park scheme will deliver 591 PBSA beds alongside Build to Rent apartments, a contemporary art centre and a 2.5 acre park. There would be no car parking, but 484 spaces for bikes.

The arts hub and new park would be created as part of the project, which planners at Glasgow City Council say can go ahead.

Council planners say the scheme would “reuse an area of brownfield land located within close proximity to Glasgow city centre” and repair “the urban fabric”.

Dream Park, a two and a half acre publicly accessible community park, is also planned. It would be managed by Dream Machine Productions, a community arts organisation currently based in the Barras. It is also expected that Dream Machine would run an events programme with art installations, performances, community gatherings and children’s parties.

The proposal includes a pavilion where residents can meet, socialise and relax, while the park would be open to the public throughout the day and night.

The city’s planning committee will consider the application for the site on Tuesday.
