
Kappa Maritime & Estates plans to transform brownfield land at 264-266 Portswood Road into a purpose-built student accommodation (PBSA) scheme have moved a step closer. Plans to replace a vacant pub and former furnishing business premises and build a block of more than 80 student flats are set to be approved.
The proposed redevelopment relates to the site of the former Waggoners Arms pub and the Burts Furnishing unit on the corner with Osborne Road North. The Waggoners Arms pub closed in 2018, while the former retail building has been vacant since 2011.
The PBSA scheme, which has been recommended for approval by officers, would provide 82 one-bedroom studio flats, with internal communal space and a private garden area.
The application will go before Southampton City Council’s planning and rights of way panel on 12 August, due to the number of resident objections and a referral request by ward councillor John Savage.
Opposition largely relates to the height of the proposed four-storey building, the loss of light to neighbouring properties and the absence of on-site parking at the scheme.
A report to the panel by planning officers said there would be some properties that would experience a loss of outlook and daylight. However, it was felt these adverse impacts of the scheme would not significantly and demonstrably outweigh the benefits.
“The plan would regenerate a long-derelict brownfield site to deliver much-needed PBSA to meet a clear and growing need.”

A document submitted on behalf of the applicant by Ridge and Partners said the site was in a sustainable location with public transport links, cycle routes and proximity to the main university campus and local district centre.
“This adaptable design not only safeguards the long-term value of the investment but also ensures that the scheme continues to enhance the character and visual appeal of Portswood Road over time if its use needs to change for any reason.”
