Magdalen College’s plans for PBSA development set to be permitted

Magdalen College is set to secure planning to deliver new purpose-built student accommodation (PBSA) in Oxford.

Plans for the demolition of an Oxford University building for new student flats are set to be permitted. Magdalen College has put forward plans to demolish the Waynflete Building in St Clement’s and rebuild new facilities in its place, including 76 PBSA bedrooms.

The scheme has been recommended for permission ahead of Oxford City Council’s planning committee on Tuesday, February 25.

The scheme will involve the demolition of the Waynflete Building and the existing extensions at the back of 9-13 St Clement’s.

The Plain has always clearly defined the approach to the bridge and the route into the city centre.

According to the plans, by Stanton Williams Architects, there will be new buildings to accommodate shops at ground level fronting St Clement’s, replacement student accommodation and flats, and a multipurpose space.

“Officers consider that the proposed development would on balance respond appropriately to the site context and Oxford Local Plan 2036 policies. 

“The proposal would ensure that a higher standard of student accommodation could be provided on site, adjacent to the college and in a sustainable location without losing bedrooms.

“The impact on neighbouring amenity is considered to be on balance acceptable, the impact on the highway network would be acceptable and adequate cycle parking is proposed and would be secured by condition.”
